She's not expecting it to make sounds. She's hoping it'll respond to her saying "one" to it even when she is not herself holding up her hands at all.

If she makes it obvious that she wants it to lift the fingers associated with the numbers when she speaks them aloud even though she is not, herself, lifting any fingers, it can do that.
