Razmir has something he wants that nobody but Asmodeus can sell him.

Razmir has long considered at what price he would be prepared to sell His services to the Church of Asmodeus, when comes the Great Avistani War. His status as the only free Evil ninth-circle wizard gives him excellent leverage to demand a high price, but He is well aware that involvement on that side would cost Him his realm and the vast majority of His servants, not to mention presenting a significant risk to His existence as an entity capable of engaging in experiences other than agony.

When the servants of Asmodeus come to negotiate with Him, therefore, He has a contract drawn up by an Axis firm to present to them.

... Not a contract to sell His spellcasting services or rent His nation's army. A contract to have them pay all the costs of the negotiation however it ends, including paying for His time at His opportunity cost and paying all costs associated with His choice of Axis firm to negotiate the contract He actually wants.

When they agree, He knows they're serious.

(The following conversation is best understood without reference to the fact that Asmodeus is talking to Dispater*, Who has passed it to one of His pit fiends specializing in contracts, who instructs the legal team supplied by Hell, who themselves speak to Hell's lawyers who speak to Axis's lawyers who speak to Razmir.)

Oh, about what you would expect.

Reparations for all damage done to His resources as they are valued by Him (judged by an Axis observer).

A guaranteed resurrection should He die (meant to include requiring Asmodeus to rescue Him from statueing or having his soul trapped or (... the lawyers can fill in all the other negative fates.))

That after His final death He not be tortured or soul-destroyed or otherwise made to suffer in Hell and given the full freedom to, and provided with all the resources for Him to without difficulty, travel to Axis or other planes of His choice.

Also that He will have Razmiran back with all its borders if He ends up alive and on the material plane, or a replacement Golarion domain equivalent or greater in tax revenue, number of potential minions, and good geomantic sites.

Recognition by the Church of Asmodeus on Golarion that He is a god. He doesn't require them to say He is a full god equivalent to Asmodeus, or anything; "a demigod under Asmodeus" is fine as long as the Church of Asmodeus puts Him on the list of Lawful Evil Gods Who Are Definitely Gods And Not Upjumped Mortals.

Asmodeus and His minions not interfering with Razmir's ascension. Ever. Whatever Razmir does to tick them off in the interim, deliberately or accidentally.

Large penalty clauses if Asmodeus cannot provide any of these terms, with an agreement that should Asmodeus be incapable of fulfilling any part of this bargain, Hell will provide appropriate (insane) recompense to an Axis-managed fund (to, if necessary, be used to rescue Him from Hell).

... Oh, and lots of gold and/or spellsilver and/or fungible goods of value on the Material, and/or more people to rule - he can give his lawyers the information to negotiate good trading rates between these.

And so Razmir summons His most powerful lieutenants, and informs them of the situation, group by group.

To the priests "- I have joined Asmodeus in His conflict with the Iomedaeans; we will immediately begin evacuating all priests above third circle into the Thirteenth Step in preparations for the war, as well as the full treasury, all military constructs of the first through fourth tiers, and the strategic scroll and wand reserves. All candidates in training at First Step will graduate tomorrow; those that cannot will be petrified and transferred to storage in the Thirteenth Step. All mercenary captains and military officers of the second and third ranks suspected of disloyalty are to be Nondetection Dominated into fulfillment of their obligations. All this work is to be carried out immediately under conditions of the strictest secrecy." 

To his generals - "The Galtan vultures will attack Us now, while the Chelish government is away; We must ready Our forces to defend ourselves from Cyprian's army. The time to stop Galtan expansion is now, while Cheliax is at war; you will mobilize your forces immediately towards the border. The Chelish ambassador will guarantee full payment of your wages, while you serve in Our holy cause."

To the people - absolutely nothing.

She is, of course, prostrate. Razmir is a god. Whatever he's called her here to explain is probably important.

 

(There are two masked people standing behind her. She thinks one of them is a priest; the other might be, too, but she's less sure. They're the creepy kind of masked.)

Why does he say that like it has a question mark. He's a god-king. He's already decided what to do and issued orders.

She knows about the war, coming soon. She knew that it would be Galt and Andoran and Rahadoum and Technically Not Lastwall against Cheliax and Druma and, well, Razmiran.

She knew that countries did Evil things for reasons of politics. Did it all the time.

She knew that Razmir was Evil. 

Can he possibly talk him out of it well no but can she possibly not try -

"Cheliax is ruled by Asmodeus, who denies Your divinity."

But this is literally Hell, it's not something complex, it's not a matter of governance or tax policy, this is literally backing Hell in conquering the world - 

- she thought she could talk Razmir out of horrible things. Like the grain thing! She got that! She thought she could just - 

- explain to him how all His decisions were suboptimal because He didn't understand normal mortals - explain how He could just get all the things he wanted better if He wasn't Evil -

"You may not." Even (especially) His most loyal priests don't know that, if destroyed, He would get a perfectly normal afterlife, which would mean an eternity of torture.

He doesn't trust her - 

- well no, He shouldn't trust her, she betrayed Her last patron and that was family - and this is Hell and of course she'll run the numbers again -

- And there's no way they'll add up the same when He is just - 

- fighting for Hell - Hell - they don't keep deals they make - they can't be trusted - why

And then his "priest" is going to use his Staff of Travel to Plane Shift her to the middle of the Mwangi Expanse, that being somewhere with lots of food she can eat, and local monsters that are probably weaker than a fourth-circle druid with wildly more powerful gear than is remotely plausible, that is, crucially, very far away from anywhere she can go sell all of His secrets to His enemies, or buy a teleport to do so.
