He personally has increased strength, durability and regeneration as a power, and can "Tag" someone to share from his pool. Shared power is more backlash-efficient(subject to range limitations) and can be "spread" around. The sweet spot for his power is 3-5 people, and he retains a sense of where people are. In addition, he can control who has what "share" of power, but keeping things equalized is generally more efficient.

His backlash is exhaustion. He probably won't be subject to narcolepsy...unless he uses his power to boost his own resilience against his backlash. This works until a certain point, at which case Tim will undergo unscheduled downtime.
