Okay, well, first of all I guess I should ask you what kind of public organizations you have in your world, and how much influence they can exert on the population. For all we know there's already a fundamental difference between our worlds at that point.

I shouldn't have been so hasty to ask. If you wanted an expert on my world, I cannot serve. I have never left Sigil, so I do not know what they do elsewhere on the wheel. In the city, the Guvners, the Hardheads, and the Punishers cover day-to-day justice; the Lady steps in rarely, when their work is not enough. She has intervened in some cases where parents were harming their children wastefully, but otherwise, none of our legal systems are involved in private matters.

That's alright, I suppose. The information you have given me is still useful. Although now I wonder, what would be considered "wasteful" levels of harm? At least in my world, it's generally accepted that beating children for misbehaving does not help with actually teaching them at all.

It is not widely accepted that children respond poorly to discipline; that is what I meant to productive harm. I will never be a parent myself, but I understand that they think it helps. Perhaps with the same kinds of technology developed in these other worlds, we would have realized that as well. I will try my best to disseminate the information.

That would probably be helpful for your world, yes. I have several studies on it I can link you: [Here] [Here] [Here]. The last one also makes reference to raising Pokemon, but I left it intact for completeness' sake. Also, does your world have any allowances for children who do not have parents at all? Since the way we handle them and children who have been taken from their parents is actually very similar, at least in a structural and legal sense.

No, not formally. There are charities, but nothing else.

That's kind of worrying, although it's good to know there are charities. We have orphanages/group homes, which are both meant for children who have lost their parents and whose parents have been deemed unsuitable to take care of them. Generally the name "orphanage" implies a place for younger children, who are watched more carefully and generally only allowed outside with supervision, while "group home" is more for children who are starting to be able to look after themselves but are not yet legally considered adults, and they do have more freedom. Although there are some for adults as well, who can't take care of themselves as well and don't have family who can do so.

There is no such organization in Sigil; children who go without parents mostly find patrons in the Lady's Ward or live in the Hive. The distinction you've made between orphanages and group homes might exist in Prime worlds. I have never visited one, and books about them rarely mention anything so specific. I think implementing the orphanage system here could help some of the younger children, but I don't know how they would handle children of different species. How does your world cope with that?

Well, it varies greatly for Pokemon, since they all have different social structures. Although since trained Pokemon are used to listening to humans, most of the time there is less friction. Furthermore, if their parents die and they had a trainer, the trainer continues to take care of them. Or in cases where only children and their parents' Pokemon are left, they are usually allowed to keep those Pokemon with them, since it's better for both sides. In general, people try to keep Pokemon with someone connected to their trainers, or if that's not possible, they try to find trainers who know a lot about those species of Pokemon. Although in the case of Glow this did result in her and some of her orphan friends scheming to sneak out of the orphanage and travel back to where her house used to be. But that place is more careful about watching out for stuff like that at night now, since really they just didn't expect those kids to try and run away like that.

Although I suppose dealing with human children that have powers is also a bit of a problem at times. After all, another reason Glow and her friends could escape like that is because of her ability to phase through walls and turn semi-invisible. Jake and I try to advertise ourselves as a foster home for children with fire-based abilities, and in general I think kids with powers should at least get tutors with similar powers who can understand them and teach them how to control those powers. I suppose the equivalent for you would be making sure that orphanages have caretakers of multiple species.
