Yes, definitely. Once they're recognized as representatives of a foreign country and given their stated requirements finding land for an embassy should be easy; putting up hospitals is way more complicated and likely to have politics attached.

Kilaiuossa is probably the easiest country in the world to get an embassy in right now, what with the Empress's Reforms.

...Okay, so there's this one cultural minority called the Bremri, and, uh, long story short there used to be a bunch of laws that persecuted them but then the then-Princess ascended to the throne and cut them out with a sword, basically, and now things are not that and policy is to err on the side of not doing anything like that to anyone else.

How does Kilaiuossa do succession?

When the current monarch announces the intent to retire or dies, members of the royal family who want to succeed them announce their intentions and gather supporters and make promises and the Council of Provinces elects one of them. If the monarch dies then their appointed Regent rules until the new monarch is elected. Every monarch has to have a Regent who stands in for them in the case of death or temporary incapacitation.

"Well, when the Noldor were first offered the chance to come to Valinor, Finwë scouted it out, decided we'd have a better life there, and persuaded our people - one by one, our numbers were much fewer back then - to go with him. The ambassador has no concept of the sheer difference in technology level between "printing press" and "spaceship." He nods along.

No because of the war he is dead and my father discovered an interest in kinging after all if it meant going to war and we haven't brought Finwë back in Milliways because he might interfere. But the emperor of the multiverse is all mine. 

"I have yet to decide how to break it to him that I'm not really planning to settle down and marry. I don't expect he'll take it badly, but he might make me wait a century to be really sure."
