Hospitals sprawl more than most kinds of buildings! Elevators and fire safety cost more the taller buildings go, and hospitals need looots of big elevators and very, very good fire safety. You make the move to paying for more land rather than building taller earlier here than anywhere else. And you must build them big too, to collect enough resources in one place for something to deserve to be called a hospital. This naturally moves them out away to less dense areas, and when you serve people who will stay for longer, you worry less about being near the center of everything. Thus, the Corner A3D0 hospital was built: it had enough of a catchment population for a good helicopter-first trauma center, and some of the older hospitals nearby were both decrepit and uneconomical to maintain.
Before anything else a pioneer railway had to be laid down; a construction project could handle getting a mere 400 tons of materials at a time, and using wagons left on the tracks worked wonderfully to serve as warehouse.
